Climate change talks end without deal on key carbon targets

An international climate summit in Madrid that’s lasted two weeks has ended without agreement on the key issue of cutting global carbon emissions.

Delegates from nearly 200 nations passed declarations calling for greater ambition in cutting greenhouse gases.

But they postponed a decision on how to regulate carbon markets, despite growing warnings about record CO2 emissions and a global wave of climate protests.
