Is Russia raising the stakes in the war in Ukraine?

Up to 300,000 Russian reservists are being called up to join the war in Ukraine. President Vladimir Putin announced the ‘partial mobilisation’ during a rare national television address. Putin also gave his full support to referendums on occupied areas joining the Russia, saying the votes are needed to protect civilians from the ‘neo-Nazi’ government of Ukraine. Will Russia’s moves raise the stakes in the seven-month war?
