Why is the Serbian-Kosovo meeting significant?

German Chancellor Angela Merkel and French President Emmanuel Macron are hosting Western Balkans leaders in Berlin later today. The gathering will attempt to re-start talks between Serbia and Kosovo after an EU-led innitiative broke down last year. Jack Parrock has more on this.
