Cameron to force vote on Juncker at EU summit

David Cameron, the prime minister of the United Kingdom, has given up hope of blocking the nomination of Jean-Claude Juncker as president of the European Commission but wants to oblige other leaders with reservations to come out into the open at a summit of national leaders this week, according to diplomats.
