European Parliament Agenda – The Week Ahead

Terrorist attacks. MEPs will discuss the 13 November terrorist attacks in Paris and subsequent police and military operations, and also give their feedback on the 20 November Justice and Home Affairs Council meeting, in a key debate with Commission President Jean-Claude Juncker and the Council Presidency from 8.30 to 12.00. (Debate Wednesday)

Preventing radicalisation. A resolution on measures to prevent radicalisation and recruitment of EU citizens by terrorist organisations as well as tackling “foreign fighters” returning to the EU will be debated on Tuesday afternoon and voted on Wednesday, followed by a press conference by EP rapporteur Rachida Dati (EPP, FR).

Italy’s President. President of the Italian Republic Sergio Mattarrella will deliver a formal address to the European Parliament on Wednesday at 12.00, for the first time since he was elected twelfth President of the Republic on 31 January 2015.

Refugee crisis. The outcome of the 11 and 12 November EU summit with African leaders in Valetta (Malta) on migration and its root causes, as well as the G20 summit of 15 and 16 November, will be debated with European Council President Donald Tusk and Commission President Jean-Claude Juncker on Wednesday at 15.30.

Tax rulings. Parliament’s recommendations to combat aggressive corporate tax planning and tax evasion will be debated on Tuesday, and set out in a resolution, drafted by the Special Committee on Tax Rulings, to be voted on Wednesday. A press conference is scheduled Wednesday for 15.00. (Debate Tuesday, vote Wednesday)

Budget 2016. Parliament will vote the EU budget for 2016, following a compromise deal between Parliament and Council. Parliament’s negotiators reversed most of the cuts made earlier by the Council and secured more funding for migration front-line countries. (Debate Tuesday, vote Wednesday)

LUX Prize. Parliament’s President Martin Schulz will announce the winner of this year’s LUX film Prize on Tuesday at a ceremony in the plenary chamber at 12.00. A press conference with the three finalists’ film directors, including the winner, will take place at 15.00.

Insurance sales. Buying insurance will be made easier and safer for consumers following Parliament’s vote on an informal agreement with the Council to tighten up EU rules on the information and advice to be provided by insurance sales staff. (Debate Wednesday, vote Thursday)

Toxic plastics. The EU Commission should not authorise the recycling of plastics that contain the banned softener diethylhexyl phthalate (DHEP) as it poses a reproductive toxicity threat to exposed workers and could render their male foetuses sterile, says a draft resolution to be voted on Wednesday.

President’s diary. Parliament’s President Martin Schulz will attend the State Ceremony in memory of Helmut Schmidt in Hamburg on Monday morning. On Wednesday, he will hold a bilateral meeting with the President of the Italian Republic Sergio Mattarrella at 11.30.
