Political group and committee meetings, Brussels
Radicalisation and jihad recruitment. A resolution on the prevention of radicalisation and jihad recruitment of young Europeans by terrorist organisations will be voted by the Civil Liberties Committee. Members will table proposals on how to respond to the phenomenon of EU citizens fighting for IS, step up information exchange on radicalised European citizens in Europe, and how to fight radicalisation online and in prisons. Vetting EU budget spending for 2014. Budget Commissioner Kristalina Georgieva will be quizzed by Budgetary Control Committee Members on how the Commission and member states used EU resources for 2014. Commission internal auditor Philippe Taverne and EU Court of Auditors member Lazaros Lazarou will join the discussion. (Monday)
EU banking sector stability. ECB Supervisory Board Chair Danièle Nouy will join Economic and Monetary Affairs Committee Members to debate the work done by the Single Supervisory Mechanism (SSM) to ensure the safety of the European banking system and financial stability. (Monday)
Ukraine/elections. An EP electoral observation mission will go to Ukraine to observe the local elections, which will be held throughout Ukraine, except in Donetsk and Luhansk, on 25 October. MEPs plan to observe the casting and counting of votes in Kiev, Kharkiv and Dnipropetrovsk, regions close to the conflict areas in east Ukraine. (Thursday-Monday)
Plenary preparations. Political groups will prepare for the 26 – 29 October plenary session in Strasbourg, where MEPs will vote on draft legislation on novel food, net neutrality, roaming charges, national emission ceilings (air quality directive), and package travel arrangements and on resolutions on the 2016 EU budget, car emission measurements and the civil use of drones.
President’s agenda. President Schulz will chair an extraordinary Conference of the Presidents of EP political groups with Commission President Jean-Claude Juncker on Tuesday to discuss the Commission’s 2016 work programme. On Wednesday he will meet Trade Commissioner Cecilia Malmström, Swedish Riksdag Speaker Urban Ahlin, Estonia President Toomas Ilves and Slovenia’s President Borut Pahor.
Youth Media Days. Eighty young journalists from all over the EU will gather for the 2015 edition of the European Youth Media Days, enabling them to take a close look at the work of the European Parliament and meet and interview European politicians, including EP Vice-President responsible for information policy Mairead McGuiness. They will also have a chance to meet other professional journalists as well as experts. (Tuesday to Thursday)
Pre-session press briefing. The EP Press Service will hold a press briefing with the EP’s political group spokespersons at 11.00 on Friday. (Anna Politkovskaya room, press centre, Brussels).
