Agriculture and Fisheries Council, 11-12 December 2022
EU Agriculture and Fisheries ministers will seek to reach a political agreement on fishing opportunities in EU and non-EU waters for 2023. They will also discuss the market situation, CAP strategic plans, geographical indications and quality schemes, animal welfare, as well as the sustainable use of plant protection products and front of pack labelling.
Foreign Affairs Council, 12 December 2022
The Foreign Affairs Council will be informed about current affairs and exchange views on the Russian aggression against Ukraine and Iran.
Extraordinary Transport, Telecommunications and Energy Council (Energy), 13 December 2022
The main item on the agenda of EU energy ministers will be a proposal for a Council Regulation on a temporary gas market correction mechanism.
General Affairs Council, 13 December 2022
The Council will prepare for the December European Council and seek to reach a general approach on the proposal for a regulation on the transparency and targeting of political advertising. Ministers will be called upon to approve the Joint Declaration on the EU legislative priorities for 2023-2024 and conclusions on enlargement and stabilisation and association process. They will also hold an annual rule of law dialogue and discuss follow-up to the Conference on the Future of Europe.

EU leaders will meet in Brussels to discuss Ukraine, energy and economy, security and defence, Southern Neighbourhood and external relations.
Transport, Telecommunications and Energy Council (Energy), 19 December 2022
EU energy ministers will seek a general approach on the proposal for a regulation on methane emissions reductions in the energy sector. Ministers will also aim to reach a general approach on the proposal for a REPowerEU directive that would amend EU legislation on renewable energy, energy efficiency and energy performance of buildings. The presidency will present a progress report on the gas package on internal market rules for renewable and natural gases and hydrogen.
Environment Council, 20 December 2022
EU environment ministers will hold an exchange of views on a proposal for a nature restoration law. The presidency will inform ministers about ongoing work on proposals in the Council, including on fluorinated gases, industrial emissions and waste shipments. The Commission will present recently adopted proposals that are part of the zero-pollution package and the circular economy package.
