EuroStack – A European alternative for digital sovereignty

The EuroStack initiative presents a bold vision for Europe’s digital future, aiming to establish the continent as a leader in digital sovereignty. This comprehensive strategy seeks to foster innovation, strengthen strategic autonomy, and build inclusive partnerships to overcome Europe’s reliance on external technologies and position itself at the forefront of the global digital economy.

Currently, over 80% of Europe’s digital infrastructure and technologies are imported, creating systemic vulnerabilities and hampering the region’s capacity for innovation and self reliance. The EuroStack initiative directly addresses these challenges by providing a comprehensive strategy to strengthen Europe’s competitiveness, secure essential resources, and build a resilient and forward-looking digital ecosystem.

About the Authors

Francesca Bria is an innovation economist and digital policy expert. She is in the Executive Board Member of the Italian public media company RAI, Honorary Professor in the Institute for Innovation and Public Purpose at UCL in London and she is part of the High-level Roundtable for the New European Bauhaus set up by the EC President Ursula von der Leyen to accelerate the EU Green Deal.

Paul Timmers is a research associate at the University of Oxford, Oxford Internet Institute, professor at European University Cyprus, visiting professor at KU Leuven and the University of Rijeka, senior advisor EPC Brussels, President of the Supervisory Board Estonian eGovernance Academy and CEO of iivii.

Fausto Gernone is a PhD candidate at the UCL Institute for Innovation and Public Purpose.

Andrea Renda is Director of Research at CEPS. He also leads the CEPS Unit on Global Governance, Regulation, Innovation and the Digital Economy (GRID).

Christopher Fischer is a Research Fellow in the Global Governance, Regulation, Innovation and Digital Economy (GRID) Unit, working on Artificial Intelligence at CEPS.

Olesya Grabova is a Research Assistant in the Global Governance, Regulation, Innovation and Digital Economy (GRID) unit at CEPS.
